A public notice is the beginning of a commercial assessment. For manufacturers entering European procurement, a viable opportunity must align with supplier access, product evidence, production capacity and the full cost of delivery.

01. Establish the route to participation

Review the bidding entity, manufacturing location, component origin and proposed subcontractors separately. A trade agreement or customs arrangement does not automatically establish access to every public procurement procedure.

The Court of Justice’s Kolin judgment explains the position of suppliers from third countries without a relevant procurement agreement. Assess each procurement’s conditions before investing in a response.

02. Build the evidence around the product

Every mandatory specification should connect to a proposed product and supporting evidence. Laboratory reports, certificates, sample quantities, production capacity and required languages belong in one preparation schedule.

A marketing description is not a substitute for the exact test method required by the buyer. Check both what a report measures and whether its conditions match the tender.

03. Test the delivery economics

Include materials, production, samples, testing, packaging, freight, customs handling, finance costs and after-delivery obligations. Model realistic order sizes and delivery schedules rather than treating a framework ceiling as a single sale.

04. Run a controlled process

  1. Understand: agree the product requirement, markets, timeline and responsibilities.
  2. Qualify: assess access, technical fit, lot conditions and delivery obligations.
  3. Verify: map supplier evidence, tests and samples to the specification.
  4. Prepare: develop and approve the technical response, price and submission.
  5. Coordinate: align the awarded contract, orders, milestones and acceptance criteria.
  6. Follow through: track production, dispatch, acceptance and payment status.

The manufacturer or other contracting supplier remains responsible for its contractual performance. Advisory and coordination work should have a separately agreed scope.
